Forum : Person in Charge or Person to be Charged?
The Private Healthcare Facilities and Services Act 1998 [Act 586] requires every registered private dental clinic to appoint
a Dental Practitioner to be the Person-In-Charge.
With the completion of the contract service with the Ministry of Health, there will be many Dental Practitioners joining
Private Practices and some may be taking up the role of being a Person-In-Charge of a registered private clinic.
This forum aims to provide an outlook on the rights & responsibilities of a Person-In-Charge, the Do’s & Don’ts when
managing a clinic and other aspects of being a Person-In-Charge. These issues will be explored through a two-hour
panel-style discussion with representatives from the Malaysian Dental Council, Malaysian Dental Association & the
private sector.
Panellists:
Prof. Dato’ Dr. Ishak bin Abdul Razak
Prof. Dato’ Dr. Ishak Bin Abdul Razak, graduated with a Bachelor of Dental Surgery from
University of Malaya in 1978 and obtained a Diploma in Dental Public Health from the Royal
College of Surgeons of England in 1980. He continued his studies and pursued a Master of
Science in Dental Public Health from University of London, UK, in 1981 and subsequently
completed a Doctor of Philosophy from University of Malaya in 1992.
He began his career as a tutor at the Dental Faculty of University of Malaya in 1978. Upon
attaining his Diploma in Dental Public Health from the Royal College of Surgeons of England
and Master of Science in Dental Public Health from University of London in 1981, he was
appointed lecturer and subsequently made Associate Professor. In 1992 he was appointed
to the Chair of Community Dentistry and subsequently appointed Senior Professor in 2003.
In administration, he has served as the Dean of the Dental Faculty of University of Malaya
and as Vice Chancellor of Vinayaka Missions International University College. He has served
MAHSA University, Malaysia, as its Deputy Vice Chancellor (Research & Innovation) and
Vice Chancellor and is currently its Pro Chancellor. He is also an Honorary Professor at the
Faculty of Dentistry, University of Malaya.
His areas of expertise are preventive dentistry, oral health care management as well as
dental ethics and jurisprudence. He had presented papers and lectured extensively to
numerous professional organisations and institutions both locally and internationally. His
current research interests are in areas pertaining to epidemiology and oral health impact
of oral diseases, Case-Mix Funding Model for oral health care and oral cancers. He has
published more than 120 papers in international and local journals and has contributed to
over 130 presentations.
He has been a member of the editorial board of various prestigious dental journals
including Community Dental Health UK, Tropical Dental Journal, France and Chief Editor of
the Annals of Dentistry. He is currently a member of the Malaysian Dental Council (“MDC”)
and has been its Chairman of the Code of Professional Conduct Committee, Chairman of
the Standing Order Committee and member of its Preliminary Investigation Committee.
He is currently the Editor of the MDC Bulletin.
He has also served as External Examiner at the National University of Singapore, Universiti
Kebangsaan Malaysia, Universiti Teknologi Mara, International Medical University, Penang
International Dental College, Universiti Sains Malaysia, Universiti Pertanian Malaysia,
Melaka Manipal Medical College, International Islamic University, Malaysia and the Ministry
of Health, Brunei Darussalam.
